Q: How do you use this? Do you have to plug it in to a wall outlet?

this is for switching devices on or off the network ie you have a second router that you dont normally use but you have it setup in case the first device fails. press the button and switch over.

Q: I want to run my lan cable from the router to the "in", and then one "out" to my computer and one "out" to my xbox. is this what i want?

Yes, but you can only run either your computer or the xbox at one time - not both at the same time. I use mine between an Ethernet connected cable box and a ROKU. I then select which one of the two I want to run. Switching to the ROKU works fine, switching back to the Technicolor cable box requires a reset of the cable box since it doesn't like network changes - but the reset is easy. Your computer and xbox will probably tolerate it better.

I don't know for sure, but there doesn't seem to be any reason why the ethernet signal shouldn't pass to the next switch in line.
