It means this device will not convert 220 volt output to 110 voltage . This device simply allows you to plug your two prong American style plug into one side while the other side can plug into various foreign plugs , such as three prong, two pole prong, etc.. However if your appliance , a hair dryer for instance uses 110 voltage it will quickly burn up if plugged into 220. Most device chargers can handle 110 or 220 voltage.

how well does this work in china?

I'm not sure how this would work in China, but it does have different countries listed on it. It worked super in Europe and then again in Australia.

Will it work in South Africa?

My hotel room in South Africa had two different types of outlets. This adapter will work for the Type C outlets. This adapter will not work with Type M outlets. I'd take both this and a Type M adapter.
