Why is this marked as not for human use? It seems that everything in it is fairly typical.

No idea. We've used it on ourselves for years for everything from insect bites to burns to shingles. Maybe FDA did not approve some portion of it, or the combination, for human use.

will this cure dog lice?

Absolutely not. You need to treat lice the right way.

Does it stop itching on my dog?

Only temporarily relieved my dog's itching due to allergy to grass, seemed to cause more itching on the 2nd day after the shampoo. I do see some relief from Farnam Aloe Heal Cream.

What if my dog licks it off and what are the ingredients?

I don't think it will be an issue.. You only use a very small amount she should run it in the area it's being used on
