What materials are the wheel rim and the wheel tread?

The wheels are a molded hard rubber. They have a metal decorative outer cap. They do not have a tread, but they are very durable and will go through snow. I am sure mine have rolled hundreds of miles since I've had it. :) The wheel rim is a molded plastic. I am extremely happy with how mine has held up. I actually bought a second one so when my original gives up, I'm still in business.

Does this fold for storage?

No it does not. Only the handle is retractable
