I use this while standing in the pouring rain while teaching customers on equipment. Keeps me dry on exposes 16 inches below the bottom.

Excellent Value
I bought this my step-father who is a school crossing guard in Ohio. He loves it - he says it keeps him dry in rain and snow and I enjoy having the piece of mind knowing that he is more visible to passing cars. He says it fits right on the money.

The hood flies open in strong wind.
Its got a zipper and then snaps to keep the cover closed. It comes down to about my shins/knees. Its light and thin but doesn't feel cheap. If you're in a strong headwind it will take the hood down. It would be better if it was adjustable and had a bill, but if you have a free hand its no problem.

My son uses for outside when he does the grocery carts at the grocery store he says it keeps him warm and dry he likes the length too because the rain doesn't get his pants wet when he wears it
