As a main source, yes, but not as a sole source especially in the absence of soil. You will miss out on certain micronutrients, minerals, etc. that may or may not have a huge impact right away but your plants wouldn't thrive to their fullest.

what is the difference between "Hydrolyzed" and regular Neptunes Harvest?

I believe that the hydrolyzed Neptune’s is a more concentrated version of the product. Neptune’s web page does explain it more technically.
