The Input Voltage of this converter is DC 8-32V, (12V/24V is recommend); The Output Voltage is DC 5V. So it can't be used as the power source for a 24V load.

Q: Can this be used with ring base station gen 2?

Does your "ring base station gen 2" come with literature that states the power requirements and at what voltage it operates? If at 5 volts and requiring no more than 3 amps, you're okay. I doubt that it will, however.
