This is about the only thing that will bond to silicone, so yes. I'd use a fine grit on the metal first to provide a better bonding surface.

Can something be added to accelerate the cure? I heard a catalyst could be added but I don’t know which.

personally I never heard of this so I would contact "Smooth-Inc" themselves and ask them cuz know alot more. just make sure you tell them exactly what your doing with all the details.
