Yes, it has a band, but is not super tight. I didn't have a problem with it.

Will these hide tattoos?

They are lovely tights and the darker colors fairly opaque, so they might obscure a tattoo, but won’t hide them completely.

Can you wish them in washing machine?

Yes, but air dry, put it inside a laundry bag, and with the rest of the clothes, they last longer.
