Q: are these pants 99% cotton and 1% spandex

It depends on which pair you buy, the solids seem to be mostly 98% cotton and 2% spandex but the others are different, you should read each product description, it tells you. But I question whether the pair I bought, which is labeled 98% cotton and 2% spandex is really cotton. Most of my clothes are cotton, I never have a problem with static, but these pants became a pet hair magnet right after I washed them. I dried them with a second time with a dryer sheet, they were not as attractive but every pet hair they come in contact with sticks. Mine are 12 long in Raisin. Beautiful pants otherwise, fit me perfectly, comfy, hits all the bells and whistles, but cotton doesn't cause static, can adding 2% spandex make it so reactive, really?

Usually the difference is that a tall pant has a longer rise; whereas a long pant has the same rise as the regular, but with longer legs.

Q: Do the pants fit tight like stretch pants or do they fit like dress pants where they are a little less tight around the seat and thighs?

My legs are a little on the heavy side and yet the pants fit like dress pants. They are not tight and still have some stretch when needed.

Q: What is the length, please for 12 Petite?

The inseam is 27" and the length from the waistband to the hem is 37". Hope that helps.
