Yes, VOLT is a class compliant USB device so it will run without drivers on almost any OS.

Q: Does it come with USB-C ?

It comes with a USB-C to USB-A cable. It does not come with a C to C cable.

Q: Can the Volt (2 or higher) make both a mic input and instrument input a single mono output for calls?

It depends on the receiving app. Some offer the ability to adjust incoming sources and do things like make them mono. Other apps, like Zoom, do not and simply take all the ins of the driver all at once. So in this case, Zoom would get input 1 on the left and 2 on the right.
