If child wears size 5/6 in clothes, what size singlet would he wear? Hes also 38 lbs.

I'd recommend a small for you. I'm 5'4" and 150. A medium is snug on me. I can also wear a large but it's more of a relaxed for. So you could probably wear a medium too considering your height but it probably won't fit securely around your thighs since you're slender.

Is this good for power lifting

If you are needing for unequipped powerlifting, yes. I used it in a meet 2 weeks ago you'll have to pull the legs up if you use wraps or sleeves because as most wrestling singlets the inseam is longer than the powerlifting singlets, but when pulled up the stay in place.
