Q: how do you put cables inside of it? is it cut, or you have to cut it ? or i need to push all cables through 25 feet of this sleeve ?

You cut it to the length you need. I fold the end inside itself by an inch or so. This makes it look clean. Depending on you size sleeve and cable, you will need to secure a guide rod to help push pull the wires through. Pulling on the sleeve just makes it tighter. A long wood dowel rod with a rounded end works well. You can work the cable past the end and fold that inside itself. When finished you can tape or apply heat shrink on the ends. I made 12 cables in less than an hour. 1 cable should take 15 minutes on the first try. Gets easier as it goes.

Q: Will this also work to slip over 3/4 inch heater hose?

I would go a little bigger than whatever you’re covering.
