What is the size opening of hook? Will it fit over a towel bar?

No These are made to go on the bars sold at Ikea. Much smaller than a towel bar. We use them in the kitchen to hang coffee cups.

Can this be used on a 2” towel bar?

No..the bar sold at Ikea for these hooks is much smaller. Maybe even less than an inch around.
