Yes, it can be used on dry hair. That is the only way I use it. I style and hairspray my hair . . . wait a few minutes to let the hairspray dry . . . then spray on the shine.

Q: Does it weigh down fine hair?

i have fine hair and i take a spritz in my hands and run it thru my hair - i like it. dont overdo the spray tho. i like to use a wide tooth comb hair after.
