Q: I read in the manual that this supports lacp. can i connect 2x 1gb fiber connections into a single connection with this switch?

Link Aggregation Control Protocol links ports and defines the way switches can communicate. I don't believe this switch has fiber ports but you could use 2 - 1gb Ethernet connections.

Q: Can this device be a dhcp server and hand out addresses?

Technically yes. You can choose the menu L3 FEATURES > DHCP Service > DHCP Server > DHCP Server to configure the DHCP service. For detailed instructions on how to do so, please visit the user guide on our official website.

Yes, the TL-SG2428P has a web browser interface you can use to log in and manage the switch.
