Q: Does this part also include the lifter ring - 880.328.11.1?

I received everything needed to just remove the old part and clip in the new.

Q: How do you fit the new activation unit. Can this be done without disturbing the main 4" flush pipe to the toilet pan

Yes it can, just fits on the top

Q: is this a repair kit for the dual flush push button 241.413.21.1

This attaches to the top of the flush valve, within the cistern. The tubes that are connected to the valve connect to this unit. The reason I needed one was because the flush button wasn't working and the reason was due to a snapped piece of plastic (on this unit) onto which the tube connected. Basically, when the button was pressed it wasn't engaging this unit, hence the need for a new one. It is possible that the flush button could have it's own issues though. Check the tube connections on both the flush button and the actuation unit. Sometimes they can get clogged or disconnected. Hope this helps.
