Chain is almost like jewelry quality. whistle sound is sharp and loud; my dogs can't say they didn't here me calling them back now.

The whistle is of solid construction and certainly works. However, it is much smaller than the other bosun's whistles I have used, and, because of that, it takes a good bit of air just to get a sound out of it. If you blow hard enough, you certainly can get 120db out of it, but I worry that if someone is injured or out of breath, this whistle would not be of much use. I will be looking for a larger, easier-to-use version.

Yes, it's a whistle. However, the sound is a terrible tinny and breathy whistle. It is very rough/sharp around the air hole and top loop that snags on clothing. Also, it is not a smooth flat shiny silver looking metal, but rather a cheap slightly tarnished looking metal.

I bought this for a friend for emergency purposes. He has demonstrated how loud it is on video chat. I was a bit surprised the first time.
