Yes, the bottom layer is for 2 pairs of shoes, and shoes size up to 11.

Is this collapsible for when not in use?

Yes. It has moveable enclosed padded dividers which attach with velcro. They can be unattached so the case will collapse flat.

Does it smell? My husbands car always smells from his wet golf shoes

It doesn't smell however i would suggest that your husband use sneaker odor balls in his shoes as i do and you will have no issue with smell.
