Can this be used outside on concrete?

Yes, the rope is made with a material either plastic or heavy rubber... should last a few years jumping on concrete. Perhaps your knees might be affected if you're not used to jumping on concrete, start slowly :)

Can someone please explain how to adjust it? i keep seeing claims that the length can be adjusted but i do not see how...

Take the yellow cap off and cut the ends to were you want them and tie in a knot

Is this rope efficient for double unders?

I can do multiple double unders with this rope about as well as any other I use. But, I tend to use heavier ropes and I'm not a fan of ultralight cable ropes.
