Protected? Not sure what you are asking. I use this for road bike lights. Unit is waterproof and controlled with positive discharge / use vis a button.

It's better to use at lease 4PC 18650 full charged batteries.

Yes it does. I power my night bike lights and charge my phone at the same time. Love it.
