Would beyond paint work good on dining roon set without sanding

It is a paint not a stain. But yes I would think it would be fine. Check out Beyond Paint Videos. Be sure to use a degreaser to make sure it is clean and then thoroughly dry.

can this be used outdoors ?

Yes it can be used outdoors but if you apply it to anything that will have standing water you will need to use a sealer to protect it. Paint itself has UV protection.

Can different colors to mixed?

Yes, the manufacturer suggests mixing the paint together to achieve different colors
