It came with out the brackets on I need to see how to put brackets together

Yes, there is a hitch lock that you can purchase in addition to the hitch cover. It appeared in the suggested items when I checked out, however, I didn't purchase it.

Q: Will the GMC multi pro tailgate hit this when its down?

Not unless your tailgate hits a ball in the hitch.
