It is illegal because it is a knife. Doesn’t matter what the handle is or the size of the blade. No knives on planes.

Q: does it have a lock-open mechanism?

No it does not. It is though an excellent mini knife for your Keychain. Very sharp and stays shut without lock.

Q: Will this fit in an altoids mini tin?

I'm almost 100% sure it would. Not sure why you'd want to. I can tell you that this knife is not that great and I would step up to a Dragonfly.
