Can you charge this and use without wire?

No it’s just the wire nothing else

Is the capacity of 2L the sum of steamer and pot or just the pot? Or 2L each?

More like 1.5 liter, 2 liter if filled all the way to the brim, there's enough room to make one small package of Ramen, pictures are deceiving showing large amounts of food being cooked in the pot.

Has anyone tried deep frying with this?

No! Sides too shallow for deep frying. Only two temperatures, hot & very hot for quick cooking. The sides are less than 4 inches deep. Okay too fry with scant olive oil, but so NOT try deep frying. If you buy the steamer basket, okay too steam food with up to 2 inches of water in the pot. I have a air fryer oven to bake food with a touch of stay alive oil. Safer & healthier than deep frying. Or... If you prefer, but a deep fryer. Or a lot with a deep fryer basket.
