You can do either one. If you want to shape them and control the size, cut back in the fall. Otherwise, cut any branches in the spring that didn’t come back, or aren’t growing properly.

I don’t think it had a pot. It was in plastic wrapped around dirt.

Q: Will these become too heavy for a 7' chain link fence?

If the main canes are trained horizontally, then it should not become too heavy. You will want to prune fairly significantly each year once the plant has become mature and new canes are being produced each season.
