Q: Would this fit a 2021 Royal Enfield Meteor 350?

I would say yes. These are simple pivoted / barrel cable compatible levers. They should work fine with the Meteor 350.

Not on 2023 but it does fit 2022

The levers fit perfectly on my 2021 Interceptor. I am unaware of any differences in the controls between my bike and yours. Perhaps checking with an Enfield parts or service department?
