Q: Does this have brakes if you mash the pedals backwards?

Yes, if you are asking if you skid brake by holding the pedals in place like with a BMX bicycle. It is not like the Radio Flyer tricycle or mountain bikes that let you spin the pedals backwards (and make the clicking noise) with no brake.

Q: Are the tires rubber or plastic?

Plastic but very sturdy. I've been very happy with the quality of this big wheel.
