Is the fountain mouth stainless steel or plastic?

Not sure what you consider the mouth. If it is the spout that the water comes out of it is plastic. All the rest of it is stainless. Hope that helped

Can the blue light be turned off?

I don’t think so, it’s sealed because of the water and there’s no switch. The blue light is an indication that the water is sufficient.

what is the average cost of replacing filters etc? and how often do you have to change the water out?

I change mine once a week. My Persians really like this fountain and it is easy to clean
