Q: Does this come in a safety sealed package?

None of mine have so I ended up canceling my subscription. I am leery of using any make up that comes unsealed.

Q: Does it help keep the mascara from smudging?

Yes, it’s amazing. Don’t let it dry before you put your mascara on. You will need makeup remover to get it off at the end of the day.

Q: Does this strengthen weak lashes? Why titanium dioxide? Harmful!

Hello, this product is not for treatment, it is just to make some volumes in lashes. Regarding the titanium dioxide, I really sorry, I have no knowledge to answer this. I'm just a reseller of the Essence brand, not the one responsible for the products ingredients. Thank you
