Strengthener which it is very good for.

Q: Will this make any difference if i use the essie gel couture nail polish (it says no base coat needed)?

I wouldn't use this with any other nail products. Its to strengthen and repair, I used it after I ruined my nails using UV gels it's really good kept my nails from breaking
